chore/cpp libcurl 8.23 - #86

ConanCenter re-check of the held C++ versions.

• libcurl 8.22.0 -> 8.23.0 in the 7 locks that pull it (01; 05 order/notification/shipping; 11 order/inventory/notification). Regenerated with conan lock create . --lockfile="" --update; nothing else in range moved.
• Verified locally: 01/cpp 13/13, 05/cpp 10/10, 11/cpp 10/10.
• Holds re-checked against the recipes: grpc 1.84 needs protobuf <7; protobuf 6.33.5 caps abseil at 20260107.1; otel-cpp 1.26.0 tool-requires opentelemetry-proto 1.7.0; sol2 needs lua 5.4.x; drogon needs openssl <4.
• Still behind upstream on ConanCenter: librdkafka 2.14.2 (2.16.0), opentelemetry-cpp 1.26.0 (1.29.0), and newly drogon 1.9.13 (1.9.14), trantor 1.5.28 (1.5.29). Recorded in CLAUDE.md and the modernization plan.
